Or somewhere in Uttarakhand .&lt;br /&gt;&lt;br /&gt;Imagine a self-contained Compact Unit (probably a medium-sized Hotel or Office at the most containing all the Core members of the Congress Strategy Team).&lt;br /&gt;&lt;br /&gt;Why this Idea ?       Do read very carefully.......&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;SECURITY - MANUAL.   A Strategy Team has to be sure that the all the hard work going into drawing up Strategic Plans doesn't get leaked out.  A relatively sparse populated self-contained Unit is easier to Monitor.  And nobody would bother in such a wonderful surrounding.&lt;/li&gt;&lt;li&gt;SECURITY - CYBER.  With relatively fewer surrounding Servers/PCs, etc., it will be DIFFICULT for anybody to hack into the Congress Strategy Team's Server.  Choose a place that is relatively minimum networked.  All Work can be within a Core IntraNet.  Members can go to Mussoorie town &lt;br /&gt;&lt;/li&gt;&lt;li&gt;Uttarakhand is Strong Congress territory.&lt;/li&gt;&lt;li&gt;CONGRESS-BJP Strategic Understanding.  One has to have a Strategic Understanding with the largest Opponent.  What better place to calm down one's temper and meet the Opponent.&lt;/li&gt;&lt;li&gt;MOTIVATION.   Brilliant minds work best in an open, picturesque surrounding.  Imagine "Brainstorming" besides a gurgling stream.  Or while gazing into the Doon Valley lights at night.  Best Ideas come out during these times.&lt;/li&gt;&lt;li&gt;HEALTH &amp;amp; MIND And if someone feels a bit stressed out, there's always a bit of a walk to cheer him/her up.  On weekends, one can go to Delhi.  Or those who are inclined to Nature, can take trips to Gangotri / Yamunotri / Dhanaulti / Rishikesh / Rudraprayag , what not.   In times of pressing work, these can even be part work - part trekking.&lt;/li&gt;&lt;li&gt;WORK - LEISURE BALANCE.  We never find this balance in Urbanized areas.  Urban areas mean more frayed tempers.  Stressed out ? Mediatte below the oaks and rhododendrons.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;MORE TIME AT WORK.  Staying in a Compact Self-Contained place means no Commuting from different areas. Saves more time. 2 hours minimum a day saved.  And if the Entire Team stays in one place, THINK OF THE NUMBER OF HOURS SAVED.    &lt;br /&gt;&lt;/li&gt;&lt;li&gt;FAMILY QUARTERS can be at a bit walking distance.  Or could be housed within a segment of the same Medium sized hotel.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="display: block;" id="formatbar_Buttons"&gt;&lt;span class="down" style="display: block;" id="formatbar_InsertUnorderedList" title="Bulleted List" onmouseover="ButtonHoverOn(this);" onmouseout="ButtonHoverOff(this);" onmouseup="" onmousedown="CheckFormatting(event);FormatbarButton('richeditorframe', this, 16);ButtonMouseDown(this);"&gt;&lt;img src="img/blank.gif" alt="Bulleted List" class="gl_list_bullet" border="0" /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;TEAM WORK. Compared to Delhi, the Team would FUNCTION better cohesively as it would be partaking in off-time trekking, hiking, outdoor stuff.  This would BUILD UP THE TEAM SPIRIT.  UNITY OVER ALL.&lt;/li&gt;&lt;li&gt;PROXIMITY TO DELHI.  There could be 2 Teams.  Work done Monday to Friday can be relayed easily manually to Delhi, if there need be.  Delhi leaders can also chill out for a weekend meeting the Strategy Team in Mussoorie.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;I.A.S. and other THINKTANK   I.A.S.  students finish off in Mussoorie.  As also some other boarding schools.  What better place to tap into the local talent ?&lt;/li&gt;&lt;li&gt;LOCAL BRAINS.  Landour to Mussoorie , we have one of the best brains , Ruskin Bond, Ganesh Saili, Bill Aitken and who not.
